As more Citizens join a Settlement, more {Property} can be claimed, using Claim Stakes and Claim Papers associated with the settlement.

The settlement will spawn these objects based on their level, with claim stakes of {TownClaimStakeItem}, {CountryClaimStakeItem}, {FederationClaimStakeItem} varieties. These will claim property in the name of the settlement they are associated with, and can be powered-up with {ClaimPaperItem} to claim more plots, by placing them in the inventory of the claim stake.

If Citizens leave, the max number of Claim Papers and Stakes allowed will reduce and be removed from the Settlement Foundation inventory. If they're all in use and not available to be returned, a {Property Crisis} will occur.

A Property Crisis occurs when the number of Citizens in a settlement reduces such that there aren't enough Citizens to support the number of Claim Stakes and Claim Papers in use.

Because settlements spawn Claim Stakes and Papers when Citizens join, and despawn them when they leave, it is possible for Citizens to leave and generate a property crisis when there aren't any available Stakes or Papers to despawn on the Settlement Foundation object. When this happens, a timer will start, by the end of which Citizens must return the needed number of Stakes and Papers to the Settlement Foundation, unclaiming or collecting them however they can. When Stakes and Claims are placed into a Settlement Foundation during a property crisis, they will be immediately de-spawned, and if the defecit is met, the crisis will end immediately.

If Citizens are unable or unwilling to return the needed Stakes and Papers before the timer expires, the Stakes and Papers will be destroyed wherever they are. When a property crisis resolves, it will perform these repossessions:
- First, claims/stakes that aren't being used (in a Citizen's backpack, say) will be destroyed.
- Then stakes/claims that are in-use will be destroyed if the defecit is still not met.
In both steps, claims owned by abandoned Citizens will be destroyed first.

Its very important for Settlements to manage their Citizen populations carefully to prevent a shortfall, and it is wise to hold some in reserve and not immediately use them, or to adjust when Citizens start to leave.

Citizens that enter the Abandoned {Demographic} will also stop contributing to the number of spawned Stakes and Papers, which can lead to a property crisis as well.

On an {Immigration Desk|ImmigrationDeskObject}, leadership of a settlement may designate neighboring homesteads or settlements which can claim within our influence. If a neighbor wants to claim land that is otherwise influenced by your settlement (perhaps for a price), this is the way to allow it.

Each settlement level (Town, Country, Federation) has its own map of influence, and only one settlement of each type may influence a given plot (IE, two Towns cannot influence the same plot). However, if a settlement is a sub-settlement of another settlement, then that parent will also cast influence on the plot (IE, a Country's influence will be cast everywhere its member town's influences are cast). In plots influenced by more than one settlement in this way, the governments of all settlement will apply.

When two settlements of the same type are competing for influence, the closer one will push further into the influence boundaries of the other. However, any land that is already claimed will remain influenced even if it would otherwise be contained in the opposing settlement. This can even lead to parts of the settlement breaking off and being enveloped by other settlements.

Influence can be extended with {Culture}. The higher the culture level of a property, the more influence it will cast for the owning settlement. This allows you to expand your borders by increasing culture, or creating new cultural properties. There are limits, however, on the number of cultural properties and the max influence castable, so borders cannot be expanded indefinitely. Each level-up of settlement allows a farther range of influence to be cast, and more cultural properties to be created.

Influence is cast from the average position of the rooms on the property, weighted by their property values.

{Homesteads|HomesteadClaimStakeObject} are single-person properties that are associated with whatever settlement their owner is a Citizen of. If the owner is not a citizen of any settlement, then it will not be influenced by any. This can create holes in town influence when citizens renounce their citizenship, however a powerful settlement can force-claim this property through the process of {Annexation}.

Once a settlement is {Founded|Founding}, it will begin casting influence in a radius around the foundation. Any land under its influnece will be subject to its laws and civic actions.

When a settlement is set to allow brand new people to instantly join, a special feature is unlocked. Newly joining people will see the settlement on the map when they first start among other possible starting positions, as well as a note from the settlement (assigned in the Advertisement section on the immigration policy). When they enter the world into your settlement this way, they'll automatically become a Citizen, and start at a designated position next to the Immigration Desk object. Using this feature is a great way to get new players into your settlements and grow a community.

A settlement can have its rules about new Citizens defined in an {Immigration Policy}.

Every settlement always has one Immigration Policy associated with it. It begins as an embedded object in the Settlement, with default settings that allow the leader to approve new Citizens, and is visible in the tooltips of the settlement. Once an {ImmigrationDeskItem} is placed in that Settlement's influence, that policy can be edited.

Requirements can be set that must be met and/or maintained in order to remain a Citizen of the settlement. For Citizens to become or stay Citizens, they must meet all these requirements in the settlement they join as well as all of its parents.

Once all the requirements are met, the election to ratify the settlement {Constitution} can begin. On the Constitution tab, you can configure the constitution however you like, designing your government as you see fit (see Constitution guide). Once you click to start the voting, all current citizens of the settlement will be allowed to vote on it. If it fails, you can make alterations and try again.

If you want, you can add other civic elements to the initial founding of your settlement, for example by placing a court on the initial settlement property you can create laws associated with the settlement, which can be placed on the same election as ratifying the constitution. You can package an arbitrary number of civic objects into a single election this way, if you want to start your government more fully formed. If not, you can always add them later with additional elections.

Once all requirements are met and the constitution is ratified, the settlement is ready to be founded! Click the button on the Foundation tab of the Foundation object to start the reveal ceremony, which all your citizens can attend to celebrate the beginning of a new settlement.

Once founded, your settlement will begin casting {Influence}, generating {Settlement Property}, and receiving {Culture}.
